Why is Istanbul the same time as Moscow?

Turkey abolished daylight saving time in 2016. Government Decree No. 6711, issued that September, locked the country permanently at UTC+3, its former summer offset. Russia had already done the same in 2014, settling Moscow on UTC+3 (MSK) year-round. Two of the largest cities straddling Eastern Europe and Western Asia now run on identical clocks with identical rules. The IANA database lists Istanbul as Europe/Istanbul and Moscow as Europe/Moscow. Neither zone has a DST transition after its abolition date.

Does the Istanbul-Moscow time difference ever change?

Never. Because neither city changes its clocks, the zero-hour gap is permanent. Compare this to a city like London, which switches between GMT (UTC+0) and BST (UTC+1). The gap between Istanbul and London is 3 hours in winter and 2 hours in summer. That seasonal wobble does not exist between Istanbul and Moscow.

City Standard offset DST observed? Offset to Istanbul
Istanbul UTC+3 No 0h
Moscow UTC+3 No 0h
London UTC+0 winter / UTC+1 summer Yes 2h-3h
New York UTC-5 winter / UTC-4 summer Yes 7h-8h

What are the working hours overlap between Istanbul and Moscow?

The overlap is total. Standard business hours in both cities run roughly 09:00 to 18:00. Government offices in Turkey operate 09:00 to 17:00. Banks in Turkey work 09:00 to 12:30 and 13:30 to 17:00. Moscow follows similar schedules. Schedule your call for any time within the normal working day; both sides are available.

The Istanbul Business Hours page shows the full breakdown for shops, banks and offices.

How to call between Istanbul and Moscow

Do not check the time. Just dial. If it is 10:00 in Istanbul, it is 10:00 in Moscow. If it is 16:00 in Moscow, it is 16:00 in Istanbul. This makes them one of the easiest city pairs for real-time communication across any distance.

The Best Time to Call Istanbul guide covers all major city pairs, but Moscow is the simplest: any time within normal working hours works for both sides.

Travel time: Istanbul to Moscow

Book a flight from Istanbul Airport (IST) to any of Moscow's airports (SVO, DME, VKO). Flight time runs roughly 4 to 5 hours. On arrival, do nothing to your watch or phone. The time is identical. Jet lag can still hit from the travel itself, but there is no clock change to manage.

The Jet Lag Flying to Istanbul advice applies in reverse: passengers arriving in Moscow from Istanbul should manage sleep and light exposure based on flight duration, not a time zone shift.

When does the Istanbul-Moscow time match fail?

It fails when your calendar tool is outdated. Some older systems still apply DST rules for Russia or Turkey. If your tool shows a 1-hour gap, update your time zone database. The current IANA release for Europe/Istanbul and Europe/Moscow shows no DST.

For everyone else: set the meeting. The clocks agree.
